## The ESIGN rule the signed PDF has to survive

Software does not make a signature legal. A statute does.

[15 U.S.C. § 7001](https://uscode.house.gov/view.xhtml?req=granuleid:USC-prelim-title15-section7001&num=0&edition=prelim&ref=bestfirms.org) (ESIGN, text in force 18 August 2026) is the source. A signature, contract, or other record in interstate or foreign commerce **may not be denied legal effect solely because it is electronic**. A signed patient form is still PHI. **The billing unit is not the job.** DocuSign meters envelopes. Dropbox Sign and SignWell meter senders. PandaDoc meters seats. BoldSign meters envelopes until Business. Jotform meters signed documents.

**Free is a quota.** Dropbox Sign and SignWell: 3 a month. PandaDoc: 60 a year. Jotform: 10 signed documents. BoldSign: 25\. DocuSign: a 30-day trial.

**Envelope 101 on a 100-cap year.** DocuSign Standard is annual. Count every *sent* envelope.

**PHI without a BAA.** A clinic intake on BoldSign Essential is still PHI.
